Illegal Encampment on Highridge Common & opposite Sandburrows Road

Reported via desktop in the Flytipping category anonymously at 12:03, Wednesday 15 April 2026

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 9297303.

My previous report was closed down, which you’d think would imply that this issue has been dealt with and resolved, but to no surprise NOTHING has been done by Bristol City Council or local authorities.

The Illegal encampment is STILL opposite Sandburrows Road and across Highridge Common, which has been there for over a month. The “travellers” are breaking the following laws, and it’s about time local authorities did something about it:

Highways Act Sections 137, 143 and 149. Police Powers Section 60C, 61, 60D, 62 and Prohibited Return. Council Section 77, 78 and Welfare Assessment. Environmental Protection Act 1990.

The “travellers” are also committing the following offence of fly-grazing, allowing their horses to illegally roam free on Highridge Common, meaning that the field is full of dirty water and horse waste and poses a Health and Safety Risk to local residents:

The Control of Horses Act 2015.

The site where they are currently residing opposite Sandburrows Road looks like a scrapyard/wasteland and also poses an environmental and Health and Safety risk to the public.

It’s about time the Council and local authorities stopped shying away from communities like these who regularly break the law and evict them immediately. Once finally evicted, it is imperative that the Council do more to protect this area, and install bollards/barriers/raised earth to prevent illegal encampments taking place here in future. This is an annual occurance and needs to stop. If these communities wish to live in this manner, then it’s about time they were made to PAY and use licensed campsites for their mobile homes and vehicles.

Updates

  • Thank you for taking the time to report fly- tipping to Bristol City Council. We will aim to remove the fly- tip within 3 days, but this depends on its size, scale, location, or whether the fly tip is hazardous.

Reducing levels of fly tipping is important so please share any evidence of who is doing it with the council.

If you witnessed who fly-tipped the waste or have evidence (CCTV/photo) please call us on 01179222100, or submit this at https://digital.bristol.gov.uk/ streets-travel/ tell-us-about-a-fly-tipping-incident-you-saw #YourCity.YourCall

  • Photographic evidence attached of the level of flytipping, fly-grazing and illegal encampment taking place on Highridge Common and opposite Sandburrows Road for the last couple of months. It is shocking that the council and local authorities are just sitting on their hands and ignoring this illegal activity. No doubt if this were on College Green or outside of the mayors office the illegal encampment would be moved on within 24 hours. It's about time this community were evicted, and fined for the costs of clearing up their mess.

  • The travellers have increased in numbers, and the rubbish is escalating, also signs of deffication in the hedgerows both on the common and at the bottom end of the encampment.

  • The encampment is gone, but the flytipping all over Highridge Common still remains. When is the Council going to do their job and clear this all up? It's like the ignore all flytipping reports in this area. No doubt if it was on College Green it would be cleared up in 24 hours.

    Still open, via questionnaire

  • Travellers have vacated the site, council have cleared rubbish stacked by bin, however several tyres remain on the common that they tied their horses to which need to be removed. They are currently stacked next to the park bench.
