Brand new, completely resurfaced road botched.

This road has just been resurfaced and dressed - much needed and overdue. But quite how the contractors have managed to botch areas of it is beyond me. Rather than anyone actually checking the surface is level they’ve just poured the same depth of surface over the whole thing, so areas that were already potted and holed have remained so.
So now these are full of water, will degrade just as before, and yet more patching will need to be done (which will also just break up like always). Can whoever is signing this work off not just do their job?!

Thank you for your report. This road has just been surface dressed with added surface seal. The surface is left to bed in for at least 4 weeks before the first inspection. A further inspection is carried out following the first winter after completion. sites are not signed off until this point. Structurally compromised areas are patched before the dressing. Some minor depressions may remain but this is common on a road of this nature
