Car parked on main road facing into traffic

This car is parked on a road that currently has significant roadworks on it.
It is parked in a way that means when the traffic is queued on the opposite side, cars and Lorrie’s capons get round it. Causing even more build up of traffic and at sometimes a complete standstill where cars have to mount the kerb to make room.
