Fallen fence

Road behind our house had a wildlife corridor behind our fence, the house closest to it have completely removed it and are using it for private use, this has made our fence open to the elements and it completely blew down. We have young children, a 3 and 1 year old and this is right next to where they play in our garden. The fence is backing onto a private road and needs to be fixed asap. We are annoyed that the people living closest removed the wildlife corridor as this was used by a lot of wildlife. Now they are using it for private use and the fence has become really dangerous! We would like this fence replaced asap. It’s beyond repair. It backs onto a road and I believe is the councils responsibility. Part of the fence completely fell down last week into our garden and it’s dangerous.
