Deliberate and persistent obstruction of the road using bins to block public parking on Brynland Avenue

Several wheelie bins are being placed on the public highway 24/7, specifically to block access to on-street parking spaces. These bins are not being put out for collection purposes, as they remain in the road on non-collection days and are consistently replaced in the road as soon as a vehicle vacates the space. This creates a permanent obstruction of the highway and restricts the usable width of the road, forcing road users to maneuver dangerously to avoid them, especially as it is a one way road. It is a potential hazard for cyclists and pedestrians, especially at night when visibility is lower. It also does not allow others to park there. This issue has been occurring daily for approximately 6 months. The area being obstructed is a public road and not a private or designated parking bay. This obstruction is particularly problematic for Blue Badge holders.

I realised the location should have been further up the road - it’s just opposite the Mervyn Road junction.
