Black and Blue Bins blocking pavement

Sent to Hull City Council less than a minute later. FixMyStreet ref: 9274849.

Lots of refuse bins black and blue blocking access to the pavement on a busy road and corner. Some doubled up and wheelchair not been able to get past due to a silver permanent barrier also on corner of silver street.
