I'll keep reporting this until someone in NRS management instructs one of the umpteen GCC caged low loaders that drive by this every day is instructed to stop and remove it...

It has no lid, not visible owner, and shouldn't be there. So please get it lifted before the overflowing contents spill onto the surrounding pavements and street and I'm back on here requesting a sweep up (and EMPTY bin removal).
