Incorrect pavement finish causing hazard

Local residents have been tolerating the fact that the [previously tarmac] pavement here has been out of action for several years leading onto a building site. Two small houses have now been built right onto the pavement in this location, and the pavement is - gravel not tarmac - uneven - actually blocked - and completely unacceptable. You can see here that a man has had to walk right out onto the road to keep walking along and for the past week or two a car has been parked, blocking the way. The pavement has gone so that nobody can walk along the street safely, let alone anyone pushing a pushchair. You can see on the Planning Permission that it says "Footway widened". Clearly this has not happened! Please can you investigate and get the developers to re-tarmac the pavement evenly & to the correct width along this stretch as they are obliged to do?

I also want to flag this; the public pavement needs to be reinstated for the area in front of these. The site boundary of the properties should not include the pavement as far as I'm aware and the council should reinstate the public pavement. The property owners appear to be trying to make it seem like the land which was previously part of the pavement is their property.

Is there any update on this pavement? The situation is getting worse - the new residents have now put pots out at the front and even the neighbouring cottage at No.11 now appears to be leaving their bins on the pavement and have put a flower pot outside their front door. The difficulty of no pavement here is compounded by the fact that this is pretty much opposite a junction - see pic - so it is not straightforward just to choose to walk down the other side of the road.
