Parking on a non parking space

The road along this part of Hannover Quay normally is for pedestarian only or sometimes bycicles. however, sometimes some official vehicle i.e. Bristol Waste or other official city council vehicle on duty does park on this side of the harbour; they park max 6 at a time. Hence I understand this is not a parking space. Should this also become a parking space for those who has a mooring licence at the reed bed? The car shown on the picture is parking there over the weekend. I would be nice if this corner stays a vantege point for passerby to enjoy the best view in Bristol
