Snarling dogs (not on any dog leads).

One of the homes in this area has two "angry" dogs whose owner takes them for a walk without leads. The dogs (possibly from being holed up for such a long period of time) snarl and bark aggressively at any public walking past.

The owner makes no attempt to control his dogs and my fear is that one day someone will get hurt if they are surprised by the dogs.

The dog owner simply needs to keep them in a lead before someone is hurt. The dogs may not be dangerous but the situation can escalate easily in the wrong circumstances.
