Overglowing bins

237 Gloucester Road is apparently a Council property. The 3 bins in front of the property cannot be collected because there is an additional pile of rubbish in front of them. Itxwuld appear that a wooden frame has been built for green/black boxes but there are no boxes. So everything, as you will see from the photo, is scattered in front of the property.
