Misuse of parking cones

Please see attached picture of cones been used to reserve a parking spot unauthorised. These are placed here permanently and have been for the last 2/3 weeks and when moved out of the way so I could park my car in the public street where I live they were placed back the following evening. Address is outside the houses of 21 & 23 Mayville Avenue HU8 8EZ Car using the cones is a white Seat Registration YR69 UKL
