Removable Bollards causing a safeguarding issue

There are 3 removable bollards at the top of college green (in front of the Arches). The bollards are not very heavy and can be lifted out of their fittings with ease. Bollards have been picked up by school children and members of the public alike and deposited elsewhere before being retrieved by the schools' estates team and put back into place. Can these bollards be secured before somebody gets hurt?
