2020 developer AA sign still up

This 'AA' developer's sign has been up since 2020.

Why is it still there? The city is riddled with such outdated visual clutter.

Why does no-one in the council ensure these are taken down or fine these lazy developers of not within say 6 months of them being approved? I'll wait. (Probably another 5 years...)
