Traffic sign causing an obstruction

There’s currently a traffic sign which is there to about a road closure at the end upavon way the sign has been placed with two cones obstruction the oncoming traffic which can make its way along upavon way accessing the school and other houses along that road.
This morning as I was driving towards the leisure centre another car coming in the opposite direction then cut across onto my side of the road to avoid the sign and cones causing me to have to do an emergency stop.
These signs and cones need to be better place.
