Tree and roots making pavement impossible to walk on

The tree has pushed up concrete on pavement making it impossible to walk on it safely. This is a narrower part of the road meaning pedestrians are forced onto the road. Recently a pram user had to get off the pavement and onto the road. This has been the case for a while now and there is potentially a risk to the road as well, since it acts as a bridge for the stream underneath. The risk that the tree and roots are disturbing the road as well as the pavement structurally.
