Fencing broken and general poor condition of the area

Sent to Norfolk County Council 4 minutes later. FixMyStreet ref: 918986.
Alongside the public library in Downham Market is a footpath, (see photo). The fence along the footpath has fallen over due to rotted fence posts and has fallen into the undergrowth. This path is also strewn with litter, (not easily seen in the photo but easily seen on foot), and the 'garden' beyond the fence is now just overgrown and scruffy.

Well, guess what.... absolutely no change apart, perhaps, from the 'garden' having become a bit more overgrown and scruffy than before.
This shabby and disgraceful situation is but a few feet from the public library which is owned and operated by NCC, but hey! it's not Norwich so the county council is totally disinterested.

05 01 16. New year but same old situation, fencing rotted through and fallen over, dead leaves rotting at side of path and making the path slippery, litter and scruffy overgrowth in the 'garden' area. This is right beside the Library, which is a Norfolk County Council premises, yet it still goes unaddressed and ignored by an organisation that is quick to offer hollow apologies but slow to do anything else.

You, NCC, have given 4 responses so far, and in none have you said that your highways engineer has advised that this area is not maintained by you, the closest you got to saying that was in your reply of 31 10 16, in which you said "We have reported the problem to the relevant Authority or Organisation for their investigation.".
When I contacted the council information centre I was told that this area IS the responsibility of NCC, so either they or your highways engineer have been misleading me.
If you would kindly identify the body your highway engineer believes responsible for the maintenance of this scruffy area I will gladly direct my complaint to them, but if you do not, I shall assume that the information I was given by the council information centre was correct and that is is indeed NCC's responsibility.
I await your response, which I hope will be a bit more than just saying that your have forwarded my comments to the West area highways team.

Fencing is still broken. I am still waiting for the promised call form the highways engineer.
This defect is right next to the library, owned and operated by NCC.
