Surface run on issue

Water showing in a un-adopted road leading to two properties. Severn trent water have attended and installed water metering into both supplies proving no mains water leak. Both properties are on septic tanks and no severn trent asset in the lane or near. All road gully's in this area are full to the brim not allowing any surface run off. Also on the road on a higher elevation (Freehay road) there is a council man hole cover assumed for the surface water outfall which has got a constant high flow of water going through. Severn trent believe the issue can only be linked to freehay road. This issue needs to be rectified, due to only getting worse and causing risk when residents approach teen road due to icy conditions.
