Cars/vans parked in cycle lane

These cars/vans are parked here constantly. It is a danger to cyclists and pedestrians as both users have restricted use of this pathway/cycleway. As far as I'm aware a solid white line means it is for cycle use. This issue has been a persistent nuisance for months, probably 3 or more months because of a house renovation. It is also close to a school where children use this cycleway/path on a daily basis.

    White van & car regularly (daily) obstruct this cycle path. White van has several discarded penalty notices on its dashboard!
