Bush overgrown, starting to block gate

I moved in in february, and understand this area of greenery to be the councils, there are a few things to note like it's need of weeding, and the tree overhanging my garden which seems to have dropped a lot of rotten fruit into it, but the primary problem at the moment is the bush just starting to block my access to the garden, please can it be cut back? I don't know if the other issues can all be covered in this ticket or if they need extra ones?
