Flashing warning Sign Malfunction

Sent to Norfolk County Council 4 minutes later. FixMyStreet ref: 912827.

The flashing ' Slow Down' sign with the turbine and solar panel situated on the Norwich Road just prior the the railway bridge before entering Wroxham doesn't work, in fact I have never seen it work, it has power because a light inside is visible. It is important signage on what is a dangerous section of the highway, please could you address this situation.
