Drain cover road repair

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 9116186.

This road drain cover has been covered with barriers for 2 years now. the barriers fall over or get kicked over often into the road or path, it also causes traffic issues and near collision's as the bus pulls out to get around. Can it be fixed ?
