Kerb ramp

Would like to report an issue regarding a kerb ramp that has been placed on the road a few houses down from my property.

From my understanding, residents are not allowed to place ramps or any objects on the road themselves, and the correct procedure is to apply to the council for a dropped kerb. When I previously enquired about installing a ramp myself, I was informed that this is not permitted and that nothing can be placed on the road without proper approval.

However, a few houses down my road, a ramp has been placed on the curb leading onto the road. I would like to understand whether permission has been granted for this installation and, if so, by whom. If it has not been authorised, I would appreciate the council looking into this matter.
