Over crowded parking

Crowther court is a cul-de sac. And on the tenancy agreement everyone has the right to two parking spaces. One on your driveway and one for visitors. Due to our neighbour having there entire family live there they all have a car, infact 7 cars to be precise. I well when I can park my car in our visitors bay due to the safety of our children playing outside, I can keep an eye on them. I have asked nicely if they can keep that bay empty so I can park there and told them why I park there. But in lack of respect and communication with them, they have just decided to ignore my request. I am not the only problem with this case as they park all of their cars in everyone's visitors bay too. As you can see in the pictures. And in the first picture you can see they leave there driveway empty. I have written letter for the council and am waiting on feedback but apart from that I have run out of things to do now and respectively need help with this problem as it is not fair for the rest our neighbours and I. Be grateful to hear from your selves. Thank you
