Overgrown hedge blocking footpath

Over grown hedgerow blocking the pathway can’t even walk single file without almost getting knocked over by a cars wing mirror. Considering this is near a school with parents with prams etc it is very dangerous. The council or the Plymouth brethren church on the other side of the hedge need to be maintaining it.
