Tree is damaged problem

Good morning, my son eye almost got scratched by the overgrown tree branches. Its been raised with the owner numerous times in past 5yrs. Truly a ignorant person who refuses. Prob is school times twice daily its very difficult to walk beside parked cars without the nuisance of this selfish owner with his overgrown tree and hedges.
83 or 85 elmbridge road Gloucester. White bungalow. And the hedge just past it at 99 elmbridge road. Gl2 0pg.
Both need immediate attention.
We as residents in that vicinity would be extremely grateful if a penalty or strict warning is issued to rectify asap to the owner of this property. Photos attached on the highways email.

If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
