Concrete block on bridle path

A large concrete block has been placed on a bridle path almost completely blocking it. It is just about possible to walk or cycle around it on the grass, but trailers, prams, wheel chairs, mobility scooters, etc. may not be able to get past. This is a public right of way and so the block must be removed.
