Problem/at times impossibility to manoeuvre

Problem is opposite the junction where the toilets are in Jubilee Road for the road that runs along the rear of Hill Cliff terrace.
Where that lane comes out, there are often cars parked opposite and these make it an impossibility to come out or at least not without some to-ing and fro-ing which has caused some angst and danger with pedestrians trying to make their way past.
Many times, it is impossible to take a vehicle into the lane because the people parked opposite and in front of the garages there are a further foot or so out than usual from the kerb.
That said, the kerb opposite the turning is a lowered kerb in any event and cars parked there are also blocking access to the garages as well as access to the lane.
It seems double yellow lines are the only fix available unfortunately but yellow lines in front of the toilets a few years ago did the trick and stopped people parking there and blocking access in and out, especially out. Hope this can be remedied as being able to have access to that lane is imperative for parking at the rear of some 25 or so households along there.

Making this turn from one highway into another has been a problem for years. Some residents are unable to do it and therefore search for parking on alredy crowded roadways when their own private hard standing remains inaccessible.
Even with the new trimming of the hedge, at the public conveniences in Jubilee Road Appledore, to make more room, there is still not enough space to make the 'swing' for access to the rear of Hill Cliff Terrace due to cars parked too closely to the junction and causing an obstruction.
