Wheelie Bins Always Obstructing Pavement

I walk through The Hyde almost every day and these bins are always obstructing the pavement from Nos 100 to 109. There are 160 flats and houses in The Hyde and only a few residents choose to leave on the path. Everyone has either allocated parking or a garden space where these bins could be safely stored off the footpath. This has been made worse when a 6 foot fence was erected around the front garden pushing the bins further on to the pavement. It looks like some of these brown bin are not even being used, they are just causing an eyesore and obstruction. Please can something be done to resolve this problem.
