Caravan in poor condition being used by rough sleeper in Victoria Road Runcorn, near to petrol station. Signs of substance abuse by way of gas canisters inside. Can the council investigate this as it's an eyesore.

Council says nothing that they can do and I should report it to police. Won't be doing that as I expect them to give me the same answer.
