Multiple cars blocking pavement

Someone drove past me on the pavement at speed and parked next to an abandoned shop. He then jumped out and ran into the mosque. Then further down there were cars double parked so that a buggy or wheelchair user wouldn’t be sane to pass without walking in the busy road.
