Oil Leakage Hazard from Vehicle EO67 DUU

I have been reporting the same issue for over two years, but it appears to have been ignored.
A vehicle with registration number EO67 DUU has been leaking heavy oil onto the pathway and road. This has created a strong smell and a hazardous surface. The oil makes the path very slippery and poses a serious danger to both children and adults. It could also present a potential fire risk.
I kindly request that this matter be investigated and addressed as soon as possible, as it is affecting the safety of pedestrians in the area. 8-17 TOVIL CLOSE ANERLEY SE208SZ
