Pile of bin bags and full bins

Sent to Halton Borough Council less than a minute later. FixMyStreet ref: 9053868.

The property at 15 Hesketh Rd has a pile of black binbags and 3 full domestic bins, often with the lids open, left at the front of the property near the door. The rubbish has been here for several weeks. There are rats present. The rear of the property there are large areas of unsecured pence panels jutting out into a public walkway used by schoolchildren amongst others. I am concerned if this may be a health risk to the public.
