Yellow builders bag.

Sent to East Hertfordshire District Council and Hertfordshire County Council less than a minute later. FixMyStreet ref: 9038976.

What looks like a yellow builders bag of rubbish plus other bits on the verge at the entrance to Deadfield Lane. Opposite the old Cole green recycling centre. The offender clearly did not walk to dump it -so why not take it to the recycling centre?
