Car abandoned, has not moved for over 3 weeks

This car is parked on a major road and has not moved for over three weeks. it does not belong to anyone living on the road so think it has been abandoned. Causing major issues during rush hour as traffic has difficulty passing if another car is parked on the opposite side of the road. It is also parked on a bus stop so is causing problems when the bus needs to stop.
