Green bin left on parh

10 Derwentwater Road Newbiggin by the sea, had left their black bin on the path from Sunday to be emptied today (Tuesday). The black bin has now been emptied and now their Green bin is on the path awaiting bin day in 7 day. The bin is blocking access to safely pass without walking on the road. This is causing an obstruction. In addition with the winds forecast the lid could open onto someone passing. I have witnessed wheel chair users having to go on the road because of it.
