Household bins left out in street all year round

I have lived Just off Hatcham Park Road for 1 year now and I have to say it's one of the worst streets in London. It's a hot spot for fly tipping. Every day there is a new bed, mattresses, old fridge or washing machine on the street corners. I can't believe the council hasn't put CCTV cars in the area or CCTV cameras on lamp posts to monitor this situation. I have asked but so far not even a warning poster about potential fines and convictions for fly tipping.
Anyway, my main complaint today is that after a year of having to walk up Hatcham park road (in the middle of the road) enough is enough. It is impossible to use the footpath (especially with a pram or bags of shopping) as nearly EVERY HOUSEHOLD on Hatcham Park road leave their household bins out on the foot path all year round. All of the houses have front gardens where they should keep their bins.
Surely these households are all breaking the law? and more than that it makes the area look like an absolute mess. No wonder people come here to dump there old mattresses and other junk.
I am fed up of living in an area that looks like a rubbish dump.
At the end of the street near New Cross Road there is 2 large dumpster type bins and one has a two seater sofa in it.
This is totally bizarre.
Our council tax was increased recently but our borough seems to getting worse.
Can these issues be addressed? Can someone from Lewisham council visit Hatcham Park road and speak to the residents who are too lazy to bring their bins back on to the bounds of their property after bin day. These people clearly don't mind obstructing the footpath and they think that their proprty runs straight out into the road (some people use their bins to reserve parking spots).
These issue have been going on for the 1 year I have lived in this area and I would bet they have been going on for years before.
