Sent to Liverpool City Council less than a minute later. FixMyStreet ref: 9000148.

Someone is dumping their household rubbish at the alley gates , rats have been seen tearing the bags open , neighbour has seen occupants from 54 alverstone road dumping their rubbish there , but it also could be other people as well , they may not have wheelie bins or keys to open the alley gates
