Personal Traffic Cones obstructing the public highway

Traffic cones are consistently being placed on the road outside 44 Norbury Road (they’ve written ‘44’ on them) to reserve a parking space. This is creating an obstruction on the public highway. This issue has been present for weeks if not months.
