A Passage-Obstructed/Overgrown problem has been found

Rear of 22: We have noticed that behind the garden the bank seems to be falling away and the shrubs are leaning very far forward. I am worried that if we have a particularly heavy period of rain, it could collapse completely and take some of our garden with it. Please could you advise who is responsible for the upkeep of the banks. I'm assuming it just needs someone to add some earth and stabilize it? I feel this matter needs to be attended to sooner than later. Any advice and solutions greatly appreciated
