Light with no cover on it and water ingressing

Reported in the Street lighting category anonymously at 22:44, Fri 16 September 2016

Sent to Norfolk County Council 1 minute later. FixMyStreet ref: 897433.

On the footpath just behind the public toilets and the Salad Bowl Cafe/Ice Cream Parlor, there are a couple of street lights with problems. The main problem is that one of the lights has no top waterproof cover, which results in exposed electronics/ballast etc and the light filling with water. There is also another light nearby that has been chopped down partially. It is on the back footpath, not the footpath near the road. A reference lamp nearby that does work is lamp 1003. Please can this be fixed, thanks.
