Completely blocking pavement

The pavement is being completely blocked by cars adopting the pavement as a driveway, this has been going on for months and its not even passable as they are fully parking on the pavement completely blocking it, which was bad enough for me while pushing the pushchair and having my puppy on a lead but a wheelchair user wouldn't get past without dropping off the high curb into the road, this isn't a busy road and ample parking as its the end of close so no reason for the cars to park there apart from being lazy Sometimes 2 or three cars are completely blocking the pavement. The pavements arnt designed for cars and damage has started to show which will get worse and have to be paid for by the council at a huge expense and only due to selfish gain from th homes
