Flat roof outlet creating water hazard

An outlet pipe at the top of the Magdalen Street Tesco building is a waterfall right into the middle of Friars Entry during heavy rainfall. It splashes so much in the narrow passage that it can't be passed by I have video. The water hits a dip (possibly caused this?) in the paving creating a very large puddle. There is a drain channel in Friars Entry but the water doesn't run down that towards Gloucester Green at all. Instead it runs onto Magdalen Street, where there is another large dip in the pavement forms a large puddle deep enough to get into footwear is created, covering the width of the pavement at the junction to Friars Entry.
Surely the flat roof catchment should be allowed to deluge pedestrians?
If that's unavoidable then the runoff over those pavements could be improved.
