Storage of property on public highway, abandoned vehicle 2 years

I am writing to formally request action regarding a towable caravan that has been left on the public highway on 36 Harthill Avenue, L18 6HZ in Liverpool for approximately two years without being moved.

The caravan has remained in the exact same position for this entire period and is effectively being stored on the public highway rather than used as a vehicle. It is occupying valuable on-street residential parking in an area where parking is limited.

I have taken a photograph of the caravan in its current position and can provide this as evidence to support the length of time it has been stationary.

This situation goes well beyond normal parking and is long-term storage of private property on the public highway. I respectfully ask that the Council investigate this as a potentially abandoned vehicle or inappropriate use of the highway and take appropriate enforcement action.
