Verge has been concreted over

A grass verge has been concreted over. It’s outside a house but when they park there it makes exiting from the cul-de-sac dangerous, as you can’t see incoming traffic. It is a council maintained grass verge and council property.

It would be good if grass was reinstated and that parking there is not O.K.
