The 'Not reported to council' note above your photos usually indicates that the council concerned is one of the few that refuses to accept reports from this excellent website.
I recommend you email their highways dept with a link to this page, and update any feedback, (if you have any that is), yourself.
That's what I do with my council and they seem to respond.
