Hedge and mud encroaching on road

Around 50cm of mud and leaf debris has encroached onto the road, blocking drain culverts and pushing vehicles across the road. The hedges are now showing signs of growing on this making in some places the hedge encroaching around 3/4 of a meter or more into the road. It's been reported numerous times and still not rectified, this is causing damage to vehicles bodywork and the verges on the opposite side of the road.
