Aggressive dog without leash on the children playground

Sent to Bromley Council less than a minute later. FixMyStreet ref: 8919554.
In the children playground a dog was running free and chasing children. My own were horrified as they do not have a good experience with dogs (a dog jumped on them).
The owner refused to remove the dog. Can this be urgently looked at as it is really unsafe to allow a dog running like this in the children playground?
My daughter thinks the child is in year 3 in Primary Southborough School and attends Garden club after school club.

Unfortunately, there has been another incident today. We went to the playground again, and once more there were dogs inside the designated children’s play area. This continues to be extremely worrying.
However, the situation is clearly ongoing. It is totally unsafe and unacceptable for dogs to be inside an enclosed playground area intended specifically for young children. There is an entire park available for dog walking, yet there is no alternative safe space for my children to play if the playground is occupied by dogs.
My children should not have to leave the playground out of fear. They deserve to feel safe in a space that is meant for them.

This information has been passed to our Parks Security contractor to monitor the area and issue Fixed Penalty Notices where an offence is observed. Enforcing against dog offences is extremely difficult, signs can deter but are often ignored by irresponsible owners. If you are able to provide us with any information regarding specific locations, breed of dog, description of owner, timings of offences or any other further information that would be most helpful.

Location: children playground near Parkfield recreation ground. Nearby address: 70 Whitebeam Ave, Bromley BR2 8DD
Breed of dogs: as per pictures as I am not sure what they are.
How to identify the owner of the big dog: the child might be in year 3 in Primary Southborough School and attends Garden club after school club. Children can be asked whether they recognise the dog.
