Previously reported pothole developing again

I previously reported a pothole that developed near a drain pipe in the road. Within a few hours, someone from the council came and threw in some tar and gravel. I then reported that it was still sinking - no response, and today noticed that another hole is developing. Water company (potential broken drain) says that this is the issue of the council (pothole) and council says it's the issue of the water company. In the meantime, something is causing underlying problems which no-one is taking responsibility to sort. Wondering how bad the problem needs to get and what damage to the road/nearby properties needs to occur before someone actually fixes the problem at it's source (as opposed to the half-hearted quick fix that seems to have satisfied the council but not solved the problem).

The pothole was initially made safe as a temporary measure only and a works order was sent to the contractor to investigate the cause of the hole appearing. This work is now due to be carried out and I will speak to the contractor to chase it up.
