Unpermitted roadworks problem

Customer reports that their construction vehicles have damaged a section of carriageway. They feel that the road needs to be urgently repaired, which they are proposing to do themselves - please see the attached email and photos. They have queried what the process is for obtaining permission to install TM etc to carry out remedial action.
